About the LMI-Brookings Team

The orderly transition to the AHIC Successor over the Spring and Summer of 2008 was accomplished with the expert guidance of a team of individuals from LMI Government Consulting and the Brookings Institution. This ground-breaking collaboration brought together the management and logistical expertise of LMI and the technical expertise and substantive guidance of Brookings to create a public/private partnership of stakeholders focused on enabling material advances in health IT interoperability. The effort was executed under the collective direction of LMI’s Arthur S. Hamerschlag, M.P.A., Senior Fellow, and Brookings’ Mark McClellan, M.D., Ph.D. Together, the LMI/Brookings team leveraged its experience and achievements in expanding effective health IT to coordinate and promote a consensus-based strategy for establishing an organization capable of implementing real gains in the quality of healthcare nationwide. This approach drew on a range of experts, supporting organizations, and other stakeholders and maximized the ability to continue AHIC’s efforts to improve the health care and health of all Americans.

 

Mark B. McClellan, Ph.D., M.D., M.P.A., is the Director of the Engelberg Center for Health Care Reform at the Brookings Institution, and has a long record of leading collaborative efforts to achieve transformational change in health care and health care delivery. He currently serves as Co-Chair of the Quality Alliance Steering Committee (QASC). He has previously served as the Administrator of the Center for Medicare and Medicaid (CMS), the Commissioner of the Food and Drug Administration (FDA), Deputy Assistant Secretary, Treasury, and as member of the President’s Council of Economic Advisers. Dr. McClellan is a member of the Institute of Medicine of the National Academy of Sciences, a Research Associate of the National Bureau of Economic Research, and a Visiting Scholar at the American Enterprise Institute. A graduate of the University of Texas at Austin, Dr. McClellan earned his M.P.A. from Harvard’s Kennedy School of Government in 1991, his M.D. from the Harvard-MIT Division of Health Sciences and Technology in 1992, and his Ph.D. in economics from MIT in 1993. He completed his residency training in internal medicine at Brigham and Women's Hospital, Boston. Dr. McClellan is board-certified in Internal Medicine.

 

Arthur S. Hamerschlag is a Senior Research Fellow at LMI Government Consulting. He has a long career of federal service, and prior to joining LMI served as the Chief of Staff to the Under Secretary, Deputy Chief Financial Officer and as Director of the Medical Care Cost Recovery Program and Medical Sharing Office within the Veterans Health Administration. His expertise is in policy analysis and budgeting. He has worked directly with the Office of Management and Budget on policy proposals and alternative funding levels. Mr. Hamerschlag received his M.P.A. from the University of Southern California and has been recognized with the Presidential Meritorious Executive Award, the Secretary’s Exceptional Service Award and the Under Secretary’s Distinguished Career Award.

 

S. Lawrence Kocot, M.P.A., J.D., LL.M., is a Visiting Fellow in the Economic Studies Program and Deputy Director of the Engelberg Center for Health Care Reform at the Brookings Institution. Mr. Kocot has previously held the position of Senior Advisor to the Administrator at the Centers for Medicare and Medicaid Services (CMS) at the United States Department of Health and Human Services. Before CMS, Larry spent nearly a decade at the National Association of Chain Drug Stores (NACDS), where he was senior vice president and general counsel responsible for federal and state legislative and regulatory policy and legal issues. Mr. Kocot received his Bachelor of Arts and Master of Public Administration degrees from the University of Massachusetts at Amherst. He earned his Juris Doctor and Master of Legal Letters degrees at the Georgetown University Law Center.

 

Kristina Hanson Lowell, Ph.D., is currently Research Director at the Engelberg Center for Health Care Reform. Prior to joining the Engleberg Center, she was Senior Analyst at the Centers for Medicare and Medicaid Services’ Office of Policy. Prior to CMS, Kristina was the Senior Research Manager for Health Care and Public Policy at Harris Interactive in New York. Dr. Lowell has also served as Senior Policy Analyst at the Henry J. Kaiser Family Foundation where she managed quantitative and qualitative research on Medicare and health. A graduate of Yale University, Dr. Lowell earned her Ph.D. in Health Policy from Harvard University and has served as a teaching fellow at both the Harvard School of Public Health and the John F. Kennedy School of Government.

 

Jules M. Delaune, M.D., M.P.A., is a Research Fellow at LMI Government Consulting. He has served as Senior Advisor to the New England Healthcare Institute focusing on wasted inefficiency, computerized order entry, and physician behavior. Has had a long career in managed care, serving as Regional Medical Director of several health plans including Great West Healthcare, PacifiCare/Secure Horizon Health Plan of Texas, and Harris Methodist Health Plan. Dr. Delaune received his M.D. from Baylor College of Medicine, M.M.M. in Medical and Public Health Management from Tulane University, and M.P.A. from the Kennedy School of Government at Harvard University. He is a diplomate of the American Board of Urology.
